Is it possible to change your voice to sound like someone elses (Permanently or Temporarilly) without surgery? Do you have to be naturally born with the right voice or can you sound almost exactly how you want with practice?

You need a voice coach. You can do things you never thought possible with your voice. All those things you asked about are possible. :)
